Update legislation so that all pick-up trucks follow same speed limits as cars

Update legislation so that heavier pick-ups e.g. Ford Ranger/Toyota Hilux are considered dual-purpose vehicles (like other pick-ups are) and therefore follow the same speed limits as cars, e.g 60 on single carriageways and 70 on dual carriageways.

Currently heavy pick-ups follow lower speed limits. Different pick-ups are subject to different speed rules depending on their weight. This anomaly derives from outdated classifications of vehicles which were established in 1986 in the Road Vehicles (Construction and Use) Regulations, where there wasn't a one-tonne pick-up truck on the market which exceeded the 2040kg unladen weight. However now many new pick-ups for sale exceed this weight with their increased sizes, stronger construction and host of new safety systems.
