Create a parking permit scheme (like the Blue Badge for disabled people), for parent and child parking bays, for people with children under 12 in the vehicle. Make it an offence to park in these designated space without a permit.

On a regular basis, parents cannot park in designated parent and child bays because someone without a child parks in them. This means drivers with children:
1. have reduced space to open doors to get the children out safely, and get baby car seats out.
2. have to take one or more small children on unsafe roads/across a busy car parks, rather than on a path nearby the allocated parking.
3. have to juggle shopping and children further or across a car park or road.
