Muzzle all dogs in public spaces in UK with immediate effect

Implement this with the speed of covid masks, the public need this now, 1991 banning showed us pitbull numbers increased - the XL is a variety of it. The ban did nothing but make things worse. Owners, public, farmers, children, need protection. Also to give time for the long term measures.
