Make people on PIP eligible for support through the Energy Company Obligation

Only people on means-tested benefits automatically qualify for help with energy efficiency and heating improvements through the Energy Company Obligation. We want this scheme to be changed so people in receipt of the Personal Independence Payment (PIP) are also automatically eligible for support.
