Technological innovations and new medical treatments are useless without an appreciated and well trained staff to treat patients. They are the backbone of the NHS and without them, everything will crumble. Unions are willing to attend talks on pay and conditions but the Government is not and so strikes and disaffected staff are rapidly becoming the norm.
Prove that your intention is not to break up the NHS by stealth by entering into arbitration with the unions in good faith.
