Require all dogs used for hunts be muzzled when exercising/on hunts

Despite the ban on fox hunting in 2004, foxes still frequently continue to be killed by hounds and family pets have also been killed by hounds being exercised. We believe the hunts are to blame for this, but muzzling those dogs should stop the killing.
