Enable category B (Car) drivers to drive category D1 (16 passenger minibuses) for home to school transport purposes. This could be supported with some training prior (i.e a short course) if necessary, but not a full driving test and Certificate of Professional Competence (CPC).

There is a national Passenger Carrying Vehicle (PCV) Driver shortage, many Operators are closing/decreasing operations due to staff shortages. Older drivers are retiring and often cannot be replaced.
I think that enabling qualified car drivers to operate 16 passenger seat minibuses for school transport could free professional PCV drivers from home to school transport work, and they could be better utilised for larger PCV work, helping to create a stronger workforce and increasing opportunities within the industry.
