Grant CMS more powers to recoup unpaid child maintenance

I think that the Child Maintenance Service should have greater powers to recoup child maintenance without needing a court order. If methods such as deductions from earnings fail, the CMS can apply to the court for harsher measures such as employing bailiffs to seize goods.

I think that the CMS should be able to move to stronger measures without a court order. This might help prevent custodial parents facing financial hardship as they have to won't have to wait for court approval for use of stronger measures. I think the current system is not fit for purpose and entirely flawed in favour of the non-paying parent.
