Move the clocks to BST at the end of February

We think winter always seems too long. The days are already getting longer. The clocks go back 8 weeks before the winter equinox, why should we wait for 14 weeks until they go forwards again?

Start BST at the last week of February, instead of the last week of March.

Every year there are the same arguments for and against BST - there are often petitions about this subject.

I'm suggesting a small change which I believe would be for the better, that doesn't substantially upset the status quo.

Many people love the extended evenings in the run up to the clocks changing. But we then have to wait much longer in the Spring for the lighter evenings to return. Why?

Wouldn't it be better to balance the time around the equinox, and bring BST forward to February?
