Allow vegans to opt-out of paying taxes that subsidise animal agriculture

We think that vegans should be given the option to ensure that their taxes do not contribute to the upkeep of animal agricultural industries. We want an option to ensure our taxes are only spent on things we are comfortable with and that align with our beliefs.
