Create a new short-term benefit for workers who aren't entitled to Sick Pay

I would like any tax-paying worker in the UK who is not entitled to Sick Pay to be able to access a new short-term benefit when under a doctor's note until they are well enough to go back to work. We want the Government to support all workers to get back to full health.
