Give the Secretary of State for Transport the power to veto, reverse or amend local road traffic schemes, including ULEZ, LEZ, LTNs,15 minute cities and pay per mile schemes.
We think that road charging schemes such as ULEZ are introduced on the pretext of improving air quality with little or no regard to the negative impact on individuals, small businesses, charities, the wider economy, even the environment. LTNs can for example increase congestion and pollution in neighbouring areas. We think a higher authority should be able to take a holistic view and order the cancellation or amendment of schemes that are likely to do more harm than good.
