Require wheelchair access for businesses with 3 or fewer access steps

The Government should require businesses to create wheelchair access if they currently have 3 or fewer steps to access the business premises, unless the building they occupy is listed. Fines should be imposed on businesses that do not make the necessary alterations to create wheelchair access.
