Replace the Sovereign Grant with a system of voluntary contributions

I propose that the existing Sovereign Grant that funds the Monarchy be replaced with a system of voluntary contributions, so that only people who choose to financially support the Monarchy do so. This could be done via PAYE or tax returns.
