We think RSLs exercise functions similar to those of local authorities but are not subject to the same scrutiny. We think this right could enable tenants and residents to obtain risk assessments, safety certificates, and other documents vital to holding RSLs (and their subsidiaries) to account.

We think this goal can be achieved by amending the Renters' Rights Bill to designate RSLs (and their subsidiaries) in England and Wales as public authorities for the purposes of the Freedom of Information Act. A similar amendment to the Social Housing Act was proposed in the last parliament.
In Scotland, RSLs are already designated public authorities for the purposes of the Freedom of Information Act.
