Exemption from stamp duty changes if mortgage offers predate the Autumn budget

Waive stamp duty increases for buyers with mortgage offers predating the decision to increase stamp duty in the Autumn budget. We think that if buyers can prove that purchase offers and mortgage offers were agreed before these changes were announced, the higher rates of stamp duty should be waived.
