Review Commercial leases, introduce a standard lease document & duty of care

Implement duty of care as a responsibility for landlords. Publish a standard formatted lease document which can be used by small businesses to help cut cost and time. Apart from standard breaks, introduce break clauses with reasonable notice based on circumstances.

We think we need more retailers, but it could only happen if they are properly supported and risks limited. We think the government needs to implement duty of care as a responsibility for landlords as we feel they are reluctant to act upon changes of circumstances. We think introducing reasonable break clauses depending on circumstances could limit the losses.
