Reform SEND Education: Implement a Needs-Based Tiered School System in England

Implement a three-tier secondary school model based on early assessment. Place children in mainstream, extra needs, or specialist schools based on need—not diagnosis or crisis. We believe this will reduce exclusions, delays, and long-term harm.

We consider that the current education system is outdated and no longer meets the needs of today’s children. SEND numbers are rising fast, but support is reactive, not proactive. Many children are being failed, excluded, or left to break down before help is given. We believe we need a fair, needs-based school system that places children in the right environment from the start — not after they’ve suffered. We consider that this reform is urgent, necessary, and backed by evidence.
