Legal requirement to provide wheelchair access over cobblestones

Make it mandatory for business and organisations to provide a separate path for wheelchair users to use, to sit on top of the cobblestones. All organisations including tourist attractions would be required to do this.

I want the government to make it mandatory for all businesses and organisations to make provision for wheelchair users through a wheelchair friendly path that sits over cobblestones so it doesn't cause pain and discomfort to wheelchair users. Places with cobblestones can mean a lot of disabled people miss out, and this impacts their independence.
