The Royal Navy plans on using Multi-Role Strike Ships, but these ships aren't designed for foreign aid. Hospital ships are protected by international law and have the infrastructure to provide humanitarian aid.

To ensure that hospital ships are fully staffed, Parliament could offer contracts to civilian doctors and nurses. Many hospitals around the world are small, underfunded, and understaffed, meaning people lack access to healthcare.
