Set an allowance for business rates under which the cost is always zero

Currently business rates are charged from zero if if the rateable value is over a set amount. Business rates should be of zero cost on rateable values under a set allowance. Business rates should only charged on rateable values over a set allowance.

We think it is unfair on small businesses if their ratable value is marginally over the threshold for small business rates relief. They may have to find additional amounts each year to cover the cost.
