Require broadband providers to show lowest guaranteed and average speed upfront

Change the law so broadband providers must: (1) show the lowest guaranteed speed in the headline of each plan and again at checkout, and (2) display the actual average speed for the billing period on every bill, with contracts tied to these guarantees.

Broadband is now an essential utility, yet some providers advertise using maximum theoretical speeds that many households never achieve. In many cases, the actual speed is half the advertised speed. We think this can mislead customers and undermine competition. We believe publishing guaranteed speeds upfront and actual speeds on bills would ensure honesty, fairness, and accountability.
