We think large paint symbols on roads and signs can create hazards, alarm residents and inflame tensions. They can be costly to remove and often reappear when enforcement is weak. We think creating a specific offence, with stronger penalties and rapid removal could deter repeat behaviour and protect safety and community cohesion.
