1. To introduce regular mandatory checks such as a medical check from own GP (not private clinics) and eye test. 2. To introduce mandatory minimum motorway training for motorists.

There should also be a Highway code test for private motorist similar to commercial drivers (maybe every 5- 10 years).
I am a retired medical doctor who did medical examinations of HGV/ bus/ DVLA drink and drug drivers for recertification action and now drive HGV and dangerous goods. Too many drivers have poor Highway code literacy skills. I believe a lot of accidents could be avoided .
