Allow motorcycles in all UK bus lanes where taxis are permitted

Require all highway authorities to allow motorcycles in any bus lane that already permits taxis. Update DfT guidance to make motorcycle access the default, ensure consistent rules nationwide, and amend traffic orders and signage accordingly.

We think this change could improve safety by reducing risky filtering and left-hook collisions, eases congestion by moving bikes out of general lanes, and is fair: if taxis are allowed, motorcycles (smaller, lower-emission) should be too. TfL trials found no significant impact on buses or cyclists, and journey times and CO₂ fell.
