Allow electric e-scooters to be able to ride on pavements and roads

I don't understand why Parliament have made this rule, I think e-scooters, bikes and other e modes of transport are a good thing.

Allow e-scooters e-bikes and any other e mode of transport to be able to be used on public roads and on pavements as they are electric so they are good for the environment and they are quick so they can get you to your location without you getting tired they also save on emissions as there are less cars on the road and more people on scooters under 16's should also be allowed considering the 15.5 mile per hour cap as the average person could cycle that easily.
