Stop the leasehold debt being passed on to new buyers

Some people are owning properties renting them out profiting on them for years not paying any service charges, then when they get a court summons for the payments owed, they sell the property via auction, on a 30 day completion, not giving the new owner time to do all the checks.

I want the government to make whom ever owned the properties in that debt period to be the debter, it should be their debt, and not sneak it off to unexpected new buyers, you can't often find these details out in a 30 day completion period. We believe this is a scam , the person that didn't pay the bills should still be responsible and a new buyer starts with clean slate, this debt is being passed on to others because the debt stays with the property, We believe it’s unfair to get a debt passed on.
