Protect cats from the cold: require owners to ensure access to shelter indoors

We are concerned that every winter, many cats are left out overnight, exposed to freezing temperatures, frost, and snow. This neglect can lead to avoidable illness, distress, and in some cases, death. Animal welfare charities including the RSPCA warn that cold weather can pose serious risks to cats.
