This means the public and statutory bodies are asked to comment before key facts are known, such as housing numbers, bedroom mix, population mix and design. Infrastructure needs for S106, CIL, NHS, education and water are therefore estimates. Full details should be submitted up front for proper consultation and sound decisions.
