All decisions by police officers as to whether to initiate or continue any pursuit will balance the public interest in apprehending suspected criminals against the need to avoid the death or serious injury of any road users.

The category of ‘any road users’ includes the suspect(s) being pursued, the officer(s) carrying out the pursuit and all other road users and pedestrians not involved in the pursuit.
