Question to the Ministry of Housing, Communities and Local Government:

To ask the Secretary of State for Communities and Local Government, if he will require builders to submit infrastructure delivery plans prior to main planning applications.

A local planning authority can already require that an infrastructure delivery plan should accompany a planning application if this is specified on a formally adopted ‘local list’ and it is reasonable to expect that the information will be material to the decision.
