To ask the Secretary of State for Transport, what proportion of Network Rail's expenditure in each year of (a) Control Period 4 and (b) the current Control Period 5 to date was on (i) in-house and (ii) third-party or contingent labour.

The main reason for the increase in the proportion of external costs over this period is the record level of investment in enhancement projects which have greater involvement from third party contractors.
