Question to the Foreign, Commonwealth & Development Office:

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what assessment he has made of the potential impact of the death of John Williams Ntwali in Rwanda on18 January 2023 on (a) freedom of speech, (b) press freedom and (c) human rights in that country.

We are aware of the tragic death of John Williams Ntwali. We understand that the traffic accident that led to his death is being investigated by the police and call on them to complete this investigation fully. The UK encourages Rwanda to uphold and champion Commonwealth values of freedom of speech and the press, and respect for human rights. We discuss these issues regularly with the Government of Rwanda.
