Question to the Department of Health and Social Care:

To ask the Secretary of State for Health and Social Care, what support he is providing to local authorities to help assess people’s entitlement for end of life care in their home.

Clinical care, including at the end of life, is the responsibility of the National Health Service. In addition to the clinical care patients need when cared for at home many will also need support with their non-clinical care needs.

Local authorities are responsible for assessing an individual’s eligibility for support as set out in the Care Act 2014 and where the individual is eligible for financial support, for meeting those non-clinical care needs. Where individuals are not eligible for financial support, local authorities will support them, should they require assistance, to make their own arrangements for care services.
