Statistics are published annually in the “Households Below Average Income” publication. The latest detailed statistics containing this breakdown can be found here: Households below average income: for financial years ending 1995 to 2020 - GOV.UK (www.gov.uk).

On average from 2007/08 to 2009/10 there were 200,000 (rounded to the nearest 100,000) or 15.9% of households with a family in receipt of carer’s allowance living in absolute poverty before housing costs in England. On average from 2017/18 to 2019/20 there were 200,000 (rounded to the nearest 100,000) or 13.8% of households with a family in receipt of carer’s allowance living in absolute poverty before housing costs in England.
