Question to the Department for Levelling Up, Housing & Communities:

To ask the Secretary of State for Levelling Up, Housing and Communities, with reference to the Central Government Supply Estimates 2022-23, page 245, for what reason £492,999,000 was reprofiled from 2022-23 into 2023-24; and if he will list which programmes were affected by the reprofiling of this money.

In line with usual practice, some of the department’s budgets were reprofiled into future financial years to reflect latest delivery plans, while some was surrendered to HM Treasury in accordance with longstanding ringfence agreements. These have impacted a range of programmes, including the following: Building Safety Fund; Help to Buy Scheme; Levelling Up Home Building Fund; Home Building Fund; and Affordable Homes Programme.

These are normal budget changes which reflect either demand or the latest delivery plan.

An explanatory memorandum which provides an explanation of the largest budget movements between the Mains Estimate and Supplementary Estimate has been shared with the Select Committee and was published on 28 February 2023 and is available at the following link. The 2023-24 Main Estimate memorandum will be published in accordance with the Parliamentary schedule, expected to be late-April / May. Spend information for all DLUHC grant funded programmes is published annually. The next publication is scheduled for 30 March 2023. Annual accounts will also be published in due course.
