Regulation 7(1) of the Building Regulations 2010 places a duty on the person carrying building work to ensure that it is carried out with adequate and proper materials which are appropriate for the circumstances in which they are used, adequately mixed or prepared, and are applied, used or fixed so as to adequately perform the functions for which they are designed.

The Building Regulations etc. (Amendment) (England) Regulations 2023 amended the Building Regulations to require that individuals and organisations carrying out building work or design work must have the necessary competence to ensure that the work they do meets the requirements of the Building Regulations.
