The Home Office collects data on police recorded crime including theft or unauthorised taking of a pedal cycle. These are published quarterly by the Office for National Statistics (ONS). The latest figures, for the year ending March 2018, can be accessed here:

https://www.ons.gov.uk/peoplepopulationandcommunity/crimeandjustice/datasets/crimeinenglandandwalesappendixtables

It is not possible from these data to identify whether or not the pedal cycle was available through a public hire scheme.
