Question to the Foreign, Commonwealth & Development Office:

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what recent progress he has made on helping to establish the funding arrangements for responding to climate-induced loss and damage agreed at COP27.

At COP27, the UK and other parties agreed to establish a Transitional Committee (TC) under the United Nations Framework Convention on Climate Change (UNFCCC) to develop a loss and damage fund and funding arrangements by COP28. The UK is a full member of the TC and has engaged very actively to support progress through the three Committee meetings held to date. The UK is working with the TC, the UNFCCC and Parties, and with civil society, to ensure funding arrangements and the L&D fund deliver effectively for countries that are particularly vulnerable to the adverse effects of climate change, with strong recommendations taken from the final TC in October to COP28.
