Question to the Ministry of Housing, Communities and Local Government:

To ask the Secretary of State for Housing, Communities and Local Government, what assessment or consideration has been made for council tax policy in England of the proposals in the Scottish Government’s consultation entitled Consultation: Council Tax High-Value Property Bands (Mansion Tax), of 6 July 2026.

The Government remains committed to ensuring the council tax system is fair for taxpayers and local authorities and will continue to keep all parts of the system under review. The Chancellor makes announcements about tax policy at the Budget.

The Government recognises that that owners of the most valuable homes in the country pay far less tax on their properties than they should. That is why the Government will introduce the High Value Council Tax Surcharge from 2028 to be collected alongside council tax. It will be a national tax, the revenue will be used to fund local government, this will be set out at the spending review. We have noted developments in the devolved administrations, including Scotland, but council tax policy in England is determined for England.
