Question to the Foreign, Commonwealth & Development Office:
To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, with reference to the answer of 28 April 2026, to Question HL16533, on Treaties: Parliamentary Scrutiny, if she will list the Memorandums of Understanding and other non-legally binding agreements, that do not have the status of a Treaty, that have been agreed by the Government with (a) foreign governments, (b) local, regional or state-level government tiers of foreign countries and (c) supranational organisations since 4 July 2024.
Non-Legally Binding Instruments (NBI) such as Memorandums of Understanding can cover a wide range of topics and can be negotiated by any Government department. The Foreign, Commonwealth and Development Office does not keep a central list of such instruments. Where NBIs raise questions of public importance, it may be necessary for the Government department to draw such matters to the attention of Parliament. This can be done in a variety of ways. For example, this may be done by way of Written Ministerial Statement.
