Question to the Cabinet Office:

To ask the Minister for the Cabinet Office, with reference to her Department's publication entitled The Seventh National Action Plan for Open Government (NAP7): Analysis of initial evidence gathering, updated on 4 August 2026, for what reason her Department did not seek co-creation immediately for the proposals on Freedom of Information Act improvements.

In addition to ideas on the Freedom of Information Act, the call for evidence received a range of ideas on the broader theme of ‘access to information and digital governance’, with many interlocking policy remits. A broad range of government teams hold the relevant policy responsibilities, many with active workstreams. As a result, it was assessed that further discussion was needed on the potential for developing any commitments as part of NAP7, as outlined in ANNEX I: Detailed Theme Assessment Tables of the analysis document.
