Question to the Foreign, Commonwealth & Development Office:

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, pursuant to the answer of 13 July 2026 to Question 16921 on Treaties: Parliamentary Scrutiny, through what mechanisms does the Department track the UK Government’s international obligations under non-binding instruments, including in relation to (a) instruments signed by the Department and (b) instruments signed by other Government Departments.

I refer the Hon Member to the Government's published guidance "Treaties and Memoranda of Understanding: Guidance on Practice and Procedures", which is available at www.gov.uk/government/publications/treaties-and-mous-guidance-on-practice-and-procedures; individual Departments are responsible for the implementation of treaties and non-legally binding instruments within their areas of responsibility. In accordance with the Government's response to the House of Lords International Agreements Committee published on 3 December 2025, the Government is currently engaging with the Committee on a review of this guidance, and updated guidance will be published on gov.uk in due course.
