Primacy for the investigation into the death of Thomas Orchard rests with the Independent Police Complaints Commission (IPCC) and the Crown Prosecution Service (CPS). The Health and Safety Executive has assisted the investigation by examining the role of corporate bodies.

The investigation is on going, therefore it would not be appropriate to comment further at this stage.
