Question to the Cabinet Office:

To ask the Minister for the Cabinet Office, pursuant to the answer of 18 June 2026, to Question 8151, on EU Budget: Contribution, if she will place in the Library a copy of the Memorandum of Understanding or Legal Agreement relating to the affiliation to (a) the European Criminal Records Information System and (b) Road Transport Agencies.

The European Criminal Records Information System (“ECRIS”), enables the exchange of information on criminal records throughout the EU. The Trade and Cooperation Agreement provides for continued exchange of criminal records between the UK and EU Member States post-EU Exit. The Government does not routinely publish commercial contracts and has no plans to place in the Library a copy of the licensing agreement relating to the operation of the European Criminal Records Information System (“ECRIS”). ECRIS is operated by the UK Criminal Records Office, ACRO, and related contracts are the responsibility of the Police and Crime Commissioner for Hampshire and Isle of Wight Constabulary, as the host force for ACRO.

Regarding EU road transport agencies, on 30 October 2025, the UK and the EU agreed to share information reciprocally through the European Register of Road Transport Undertakings. The agreement was adopted via three decisions under the Trade and Cooperation Agreement Specialised Committee on Road Transport on GOV.UK and implemented domestically through The European Registers of Road Transport Undertakings (Disclosure of Information) (Amendment) Regulations 2025. Explanatory Memoranda relating to both measures were deposited to Parliament for scrutiny via the European Affairs Committee and Joint Committee on Statutory Instruments.
