The first statutory authority to carry scheme, the Security and Travel Bans Authority to Carry Scheme 2012, entered into force on 25 July 2012. No carriers were refused authority to carry any individual in 2010 or 2011. For reasons of National Security we do not disclose operational details on the scheme, including figures about the National Border Targeting Centre contacting carriers to refuse authority to travel.
