All Penalty Charge Notices (PCNs) are believed to be correct when issued in good faith by Highways England, but under the terms of the Dart Charge scheme PCNs may be contested under the representation and independent appeals procedure for a number of reasons - including circumstances where the charging authority followed all procedures correctly. Since the start of the scheme, up to the end of December 2018, a total of 11,057,905 PCNs have been issued. Of these less than 1% (91,748) are deemed to have been issued incorrectly. This can be for a range of reasons but includes the misreading of vehicle registrations and road user charge payments being inaccurately allocated.
