Question to the HM Treasury:

To ask Mr Chancellor of the Exchequer, if he will make an assessment of the effect of refunding VAT for contracted out of services but not for cloud services on the ability of small businesses to compete for public sector contracts.

The Government welcomes small businesses competing for public sector contracts. When determining eligibility for VAT refunds, it is the nature of the IT contract rather than how it is delivered, that counts.
