Question to the Ministry of Defence:

To ask the Secretary of State for Defence, with reference to the National Infrastructure and Service Transformation Authority Major Projects Annual Report 2025 to 2026, Tables, SPEARCAP 3, for what reason the programme was fully rebaselined; and by when the Review Note will be approved.

The rebaselining was triggered by the need to restructure the delivery approach to enable a more dynamic capability solution and the adoption of spiral development. During rebaselining, parameters evolved owing to the impacts of a US congressional review. The Review Note presents a deliverable baseline that accounts for emergent constraints and was approved by Treasury on 9 September 2026.
