Question to the Ministry of Housing, Communities and Local Government:

To ask the Secretary of State for Housing, Communities and Local Government, what guidelines he provides to (a) local authorities and (b) housing developers on requirements for (i) full-fibre connectivity for new build developments and (ii) electric vehicle charging points.

The National Planning Policy Framework makes clear that full fibre connections to existing and new developments should be supported by local planning policies, and that developments should be designed to allow the charging of electric vehicles in safe, accessible and convenient locations.

Part R of Schedule 1 to the Building Regulations sets requirements for the physical infrastructure for high-speed electronic communications networks for new buildings or when major renovation works are undertaken. Guidance is given in Approved Document R.

In the Government's Road to Zero Strategy, we committed to consulting on introducing new Building Regulations requirements for electric vehicle charging provision for both domestic and non-domestic buildings. We plan to consult as soon as possible on this matter.
